Professional Bio:

Andrew Kyambadde is a seasoned expert in global health and health systems strengthening, with over 20 years of experience supporting governments and development partners across Africa, Asia, Latin America, and the Caribbean. His work focuses on integrating health services into national health systems, improving governance and financing, enhancing service delivery, and promoting sustainable, country-led public health efforts. He has extensive expertise in health financing, supply chain management, community health systems, monitoring and evaluation, and cross-sector collaboration.
Andrew currently serves on the WHO AFRO Technical Advisory Group on Urogenital Schistosomiasis (TAG-UGS), contributing to regional policy development and elimination strategies. Since 2025, he has also been a strategic consultant to the Gates Foundation, participating in the development of a long-term investment and operational plan to support country-led NTD sustainability from 2026 to 2030. His advisory work is grounded in extensive experience guiding Ministries of Health to integrate health interventions into national planning, budgeting, surveillance, supply chains, and health information systems (HIV/AIDS, NTDs, Malaria, TB, RH, and MCNH).
Previously, Andrew held senior leadership roles at RTI International’s Act to End NTDs program, where he supported 13 countries in conducting multi-country assessments, developing sustainability plans, and improving national capacity to deliver integrated NTD services. He led the first-ever integration of NTD programming into national and subnational systems in several countries, facilitated cross-country learning, and produced evidence-based knowledge products that guided global and national decision-making.
Andrew’s earlier career at USAID/Uganda spanned nearly 20 years, culminating in his appointment as the first Ugandan to serve as Health Systems Strengthening Team Leader across USAID missions in Africa. He built and led a health systems strengthening team supporting a $400M annual portfolio, oversaw major HSS projects and government-to-government (G2G) awards, and improved public financial management, compliance, and government ownership. He represented the U.S. Government on Uganda’s Global Fund Country Coordinating Mechanism and played a key role in national policy forums, influencing reforms in health financing, supply chain, and governance.
His leadership has earned worldwide recognition, including the PEPFAR Lifetime Achievement Award for nearly 20 years of contributions and a WHO Leadership Award for outstanding service to the Health Development Partners Forum in Uganda. Earlier in his career, he managed one of sub-Saharan Africa’s largest health programs—covering 60% of Uganda’s population—and pioneered integrating HIV services into the private health sector in East Africa.
A PMP-certified professional, Andrew holds master’s degrees in financial management and health planning & development. He is known for his ability to simplify complex technical issues into practical strategies, increase national capacity, and support sustainable, policy-aligned health outcomes at scale.
