Professional Bio:

Jeremy Foster is a Certified Energy Manager (CEM) with 15 years of experience leading energy efficiency, urban energy systems, and decarbonization initiatives across the public and international development sectors. Previously serving with the Energy Division of the U.S. Agency for International Development (USAID), he managed partnership with U.S. Department of Energy’s National Renewable Energy Laboratory (NREL), advancing energy policy reform, electric vehicle adoption, and integration of renewables into power grids worldwide. His work emphasizes urban resilience, infrastructure stabilization, and delivers technical assistance that support government partners and local businesses navigate energy transitions and regulatory compliance—including those aligned with Washington, DC’s Building Energy Performance Standards (BEPS) Program.
Jeremy has also supported community-driven energy and environmental programs at the World Bank in Indonesia and advised on sustainability initiatives in fragile and post-conflict settings in Afghanistan. He holds a MSc in Environmental Technology and Energy Policy from Imperial College London, a MSSc in International Development from the University of Melbourne/Royal Melbourne Institute of Technology, and a BA in Journalism from the University of North Carolina at Chapel Hill. Drawing on a strong foundation in analysis, program management, and systems thinking, Jeremy helps clients and collaborators achieve measurable progress toward energy efficiency, cost savings, and environmental performance goals.
