Professional Bio:
Bailey is an international development professional with 15+ years of experience in program management, analysis, and strategic communications. She got her start as a Peace Corps Volunteer in rural Azerbaijan, where she partnered with a local non-profit to design and secure funding for a national gender-based violence survivors’ network. After earning a Master of Public Policy degree, she moved to Washington, DC to become a management consultant. She conducted an agency-wide analysis of the US Department of State to advise on how to make gender a standard part of strategy, budgeting, monitoring and evaluation, knowledge management, and staffing. She then joined USAID’s Bureau for Resilience and Food Security, where she designed and managed partnerships to advance inclusive economic growth through agriculture. She later moved to the USAID Center for Local, Faith-Based, and Transformational Partnerships, where she managed the Cooperative Development Program, a $23M/year global initiative to strengthen cooperatives and cooperative ecosystems. Outside of USAID, she has worked as an independent management and strategic communications consultant. In this capacity, she helps mission-driven organizations achieve their goals with thoughtful analysis, program management, and strategic communications. Bailey speaks Spanish and Azerbaijani, and has managed programs in more than 20 countries. Outside of work, she enjoyed working out, baking, and spending time with her husband and two young sons.
