Professional Bio:

Kevin Okot is a results-driven Monitoring, Evaluation, Accountability, and Learning (MEAL) specialist with over three years of experience in the humanitarian and development sectors. He has a proven track record in designing and implementing MEAL systems that improve program performance, enhance accountability, and drive learning within complex operational environments.
Kevin is currently a Monitoring, Evaluation, and Learning Assistant at Mercy Corps in Gulu, where he supports the PUMP-UP project, a climate-resilient market systems development initiative. His role includes leading the design and management of databases, spearheading data collection and analysis, and developing performance tracking tools that inform adaptive programming. Through key contributions, including conducting baseline and annual surveys, mapping water sources, and analysing solar water pump adoption, Kevin has helped strengthen data-driven decision-making across project components.
Before this, Kevin worked with the International Rescue Committee (IRC) as a MEAL Assistant, supporting programs focused on Protection and Rule of Law (PRoL) and Women’s Protection and Empowerment (WPE) under the ECHO APEAL project. There, he led efforts in performance tracking, client feedback integration, and capacity building. He also improved project reporting and accountability mechanisms by overseeing data quality assurance and managing updates to critical platforms such as GBVIMS, OPM, and UNHCR databases.
Kevin began his MEAL career with the Danish Refugee Council (DRC) as a Monitoring and Evaluation Volunteer, where he was involved in field monitoring, data verification, joint stakeholder assessments, and the documentation of success stories. His grassroots experience gave him a strong foundation in field-based M&E activities and stakeholder engagement.
He holds a Postgraduate Diploma in Monitoring and Evaluation from Uganda Management Institute and a Bachelor of Science in Quantitative Economics from Makerere University. His technical expertise includes the use of tools such as CommCare, Kobo Toolbox, ONA, and DHIS2, along with advanced data analysis skills using Excel, SPSS, Stata, and Power BI.
Kevin is passionate about integrating MEAL frameworks into humanitarian and market systems development programs to promote accountability, gender equity, climate resilience, and sustainable agriculture. His work has consistently emphasized inclusive programming, effective knowledge management, and evidence-based learning to enhance program impact and scalability.
A strong communicator and collaborator, Kevin has led capacity-building efforts for frontline staff, facilitated learning forums, and played a pivotal role in generating insights that influence program and policy decisions. He is fluent in English, Luo, and Luganda, and thrives in multicultural environments that foster learning and innovation.
